The Chief Administrative Officer (CAO), Business Applications is an executive leader within UW Medicine Information Technology Services (ITS). Reporting to UW Medicine's Chief Information Officer (CIO), the CAO will provide strategic leadership, direction and oversight for ITS administration, business, finance programs, and applications in support of the organizational goals and objectives. This position is responsible for leveraging applications to improve the management and operations of UW Medicine's programs and activities; including, but not limited to: patient management, scheduling and registration applications; billing applications; financial applications; administrative applications and departmental systems. The CAO must possess a comprehensive understanding of the administrative, business and finance requirements of the overall enterprise and understand how application software can improve UW Medicine's organizational success. This position must also understand how information technology can support and enhance the programs and services essential to UW Medicine. While fostering the development of integrated IT, the CAO must be able to assess and evaluate UW Medicine's capacity to grow and implement new clinical business systems. The CAO will be responsible for the successful implementation, as well as, ongoing support and enhancement of applications that meet the needs of the administrative, business and finance enterprise for UW Medicine.       As a member of ITS executive leadership, the CAO ensures IT alignment with the UW Medicine mission and vision and supports and promotes the pillars of UW Medicine Patients Are First. The CAO participates in enterprise strategic planning and contributes towards UW Medicine's ITS strategic planning in order to meet and exceed the clinical delivery, productivity, and competitive requirements of dynamic healthcare initiatives. The CAO represents UW Medicine within the administrative, business and financial communities and collaborates with UW Medicine leadership to champion and advocate for the support and resources of information technology delivery systems. The incumbent will participate in and/or provide leadership and support to various standing and ad hoc UW Medicine groups and individuals. Responsibilities include: Strategy/Leadership (25%) Responsible for defining the vision for the use of business application software to support the mission of UW Medicine. Act in concert with the various entities of UW Medicine to promote enterprise-wide cooperation on the use of applicable application software. Participate in the UW Medicine strategic planning process for ITS including: long-range portfolio and financial planning; system architecture and design; processes for the evaluation of the service portfolio. Provide leadership for the service strategy and design processes. Responsible for business relationship management. Lead and facilitate key business leadership groups in the creation of required content, protocols, workflows and related system usage policies. Lead projects generating reports, innovative solutions, implementation plans, and managing towards defined targets. Develop and implement appropriate service delivery in collaboration with leadership peers in defining, delivering, and improving services for the enterprise. Provide oversight to the project management office to ensure strong project and portfolio management with: Appropriate methodologies for initiating, monitoring and completing IT projects that meet expectations of scope, schedule and cost. Appropriate status reporting and communication mechanisms are in place to highlight progress, plans and issues. Coordination of resource requirements. Liaison to UW IT for approval and reporting of large-scale projects meeting the cost threshold for campus approval. Collaborate with all areas of ITS to ensure a single IT Vision to support the mission and vision of UW Medicine. Serve as a strategic liaison for healthcare IT efforts. Lead and foster an IT Service Management culture throughout all of ITS. Develop and oversee an annual budgetin conjunction with UW Medicine goals and objectives. Lead the development of enterprise-wide information technology, clinical system capital and expense budgets in support of, and closely aligned with, corporate goals and objectives; Provide a framework to be the employer of choice. Develop a service-oriented work force with exceptional technical talent, deep administrative, business and finance knowledge, and process and project management expertise. Ensure all ITS employees understand the linkage to the mission and vision of UW Medicine and to the UW Medicine Patients Are First principles and adhere to the professionalism policy of UW Medicine. Develop the teams and staff necessary to implement, enhance and support technology and infrastructure programs. Foster staff engagement through all levels of ITS. Serve as an engaged participant and leader within the IT strategic planning process including long-range portfolio and financial planning for clinical and business applications. Assess and make recommendations to the CIO on the improvement or re-engineering of the business information component of ITS organization. Assess current and future performance and needs and identifies emerging trends and technologies; assess their potential value for UW Medicine. Technology (25%) Use technology integration to improve patient safety, quality care, and positive outcomes. Ensure that the design and build of business applications is interdisciplinary, with sufficient end-user input. Responsible for planning, budgeting, prioritizing, organizing and staffing the business and financial application division of ITS to meet the long range financial and strategic goal. Responsible for the overall business and financial application vendor strategy, including the selection, acquisition and implementation of new software. Assess and make recommendations to the CIO on the improvement or re-engineering of the business application component of the ITS organization. Assess current and future performance and needs and identify emerging trends and technologies; assess their potential value for UW Medicine. Ensure a competent, technology-enabled workforce. Quality and Patient Safety (25%) Coordinate and collaborate with administrative/operations teams, clinical leaders, information technology, financial services and quality/regulatory/risk management amongst others in the development of high quality and innovative business and financial application systems. Responsible for ensuring quality improvement efforts are consistent with promoting efficient and effective business and financial operations and guidelines. Act as a change agent working with business and financial leadership teams in the identification, development, planning, implementation and measurement of overall business application and operations strategies. Provide critical analysis and evaluation of healthcare IT and recommend revision of business and financial systems, processes, and workflows. Regulatory (25%) Understand the impact of regulatory changes and interprets them for internal and external constituents. Accountable to the CIO for UW Medicine compliance with regulatory requirements that necessitate IT systems conformity, and with all regulatory requirements UW Medicine must consider or adopt. What you'll bring to the table: (minimum requirements) Bachelor's degree in Business Administration, Computer Science, Information Systems, or related field. Minimum of ten years of progressively responsible healthcare IT leadership experience, with five years as a CAO in a smaller institution or as a Business Operations/Applications Director in a multi-entity larger institution, including overall business/finance application/portfolio strategy planning in a healthcare organization with similar complexity. Must possess operational experience in running a large business application technology organization within an IT healthcare organization; solid background in finance or project management is required. Proven leadership skills, including the ability to lead, engage, and develop teams that can recruit and retain top talent. Solid knowledge of healthcare IT strategic planning, technological trends, and healthcare business systems. Proven ability as an effective communicator and coach for employees; to include, ensuring that there are career development plans for all employees to support the mission and vision of UW Medicine. Proven ability to present technology items to all levels of the organization, in a way that is understandable to those within and outside of ITS. Must understand major trends in healthcare business and operations and be knowledgeable about the current trends in healthcare and business technology. Proven senior management responsibility for overseeing multiple project teams responsible for hospital business systems implementation and support. Demonstrated knowledge of complex contract negotiation, interpretation, and compliance. Must possess broad knowledge in human resources, organization development/communication, and strategic planning. Operational knowledge of business areas including high-level workflows. Proven operational and management skills in an entrepreneurial, fast-changing, and ambitious environment. Excellent analytical and problem-solving skills Ideally, you'll also have: (desired skills and experience) Master's degree in computer science, information systems or related field. The individual in this position is expected to work at least 40 hours per week with a normal 8-hour schedule Monday-Friday.  However, significant off-hours and weekends may be needed to resolve problems and during implementation and maintenance activities.  This individual is also expected to be available for call on a 24x7 basis as needed.
